I don't think there is a relevant difference that can be conveyed to everyone (or enough ppl) using these tags, I'd say they are duplicates.

Make [patent-search] a synonym of [search]

The tag wiki of search is "Questions relating to searching for or through patents and applications". patent-search has no summary and sounds like a it's meant as "searching for or through patents".
